How does one find out about these events for custom skate deck shows? Are they opened to the public or is it a private show? Can the public display art at these events and what is the process?

The ones I’ve been involved in are public events. To get involved, the best bet is to contact people putting on these kinds of shows and show them some of your art. A lot of these events are pretty low key and inclusive so you might have some luck with that approach.
